The correct answer is Joogdana, the legendary secret boss of the Special Level. By never having been made, he's automatically better than anything in Joogle.
Joogle was basically finished. It just doesn't have a proper ending (instead there's a "placeholder" of infinitely-looping message boxes), and the Special Level is only accessible via a debug room you're told about at the end of the game, and it's similarly cut short by a "cast list" that programmatically shows every individual sprite in the game. I stand by all of these decisions as being better than actually finishing those parts normally would've been.
